We can’t use toilet tissue to replace facial tissue.

There are 3 reasons for this:
1.The production of raw materials are different.
Toilet tissue is made from recycled paper or 100% virgin pulp, while tissue paper such as facial tissue,napkin are made from virgin pulp. The facial tissue can only use virgin pulp, while toilet paper can use both virgin pulp and recycled paper, because recycled paper is cheaper, so the businessman are mostly using recycled paper as raw materials, these raw materials in the first use, thrown into the garbage bin and then into the refuse collection point, and then recycled soak re-pulp, and then de-oiled,de-inked,bleached, then add talc, fluorescent agents, whitening agents, softeners, and dried, rolled cut and packaging, which you can see is less hygienic.
2.The different health standards.

But like the facial tissue and handkerchief, generally direct contact with the mouth, nose and face skin, is not allowed to add fluorescents and recycled materials and other substances. In general, the national testing standards for facial tissue are higher, the raw materials of facial tissue are purer than toilet tissue, the chemicals added in the manufacture of facial tissue are less, and the total number of bacteria in facial tissue is lower than that of toilet paper.
Also we can not use facial tissue to replace toilet tissue.
If the facial tissue is used as toilet tissue, it sounds very rustic and looks very hygienic, but in fact, it is inappropriate, because facial tissue is not easy to decompose and easy to clog the toilet.
